TLA Ramstein Guide 2026

The rate ceiling, the 30/60-day window, the Certificate of Non-Availability and the receipts Finance needs — everything a family PCSing to Ramstein Air Base needs before booking temporary lodging.

Updated September 2026 · Written by the Prime TLA team from the Prime Relocation Program curriculum, after guiding 500+ military families through TLA Ramstein since 2019.

TLA Ramstein in one paragraph: Temporary Lodging Allowance is the daily allowance the DoD pays to offset temporary lodging, meals and incidentals while you house-hunt after arriving at Ramstein Air Base. The rate depends on your rank, dependent count and the locality. It is paid for up to 60 days, reviewed in 10–15-day increments, with the housing office typically approving 30 days first — and Finance authorises it for off-base housing only once on-base lodging has issued a Certificate of Non-Availability.

What TLA Ramstein actually pays

TLA is governed by the Joint Travel Regulations and has separate components: lodging, meals and incidentals. The lodging part reimburses what you actually paid, up to a daily ceiling for the Ramstein/Kaiserslautern locality; the meals-and-incidentals part is paid at the locality rate. Both scale with your dependent percentage — typically 100% for the service member plus a tiered percentage for each dependent — so a family’s entitlement is sized for a family home, not a hotel room.

The ceiling is not a fixed dollar amount published once a year. DoD recalculates OCONUS locality rates periodically, and the figure that ends up reimbursing your stay depends on your orders, your rank and your dependents. Check today’s number on the DTMO per-diem lookup or with your finance office before you budget; the official rate sheet is the only authoritative source. TLA is not automatic — you claim it through your finance office, and receipts are mandatory.

The 30/60-day window and the 10–15-day review

Arrival TLA in Germany is paid for up to 60 days for active duty (civilians generally up to 90 — verify locally). The housing office typically approves up to 30 days initially and reviews your status in 10–15-day increments while permanent housing is delayed. Extending toward 60 needs commander-level approval and proof that you are actively seeking housing and that suitable housing is not yet available.

Personal-preference reasons — wanting a bigger house, a particular school district, pet restrictions — are not valid grounds for an extension. Plan for 30, keep every viewing documented, and treat 60 as the exception. That is also why a TLA with a short published minimum, extensions in the same unit and penalty-free orders changes protects you: you move the day permanent housing is ready, not the day a contract ends.

The Certificate of Non-Availability (CNA / SNA)

On-base lodging must be attempted first. Contact Ramstein Inn before or on arrival and request a room for your dates; if none is available, Lodging issues a Certificate of Non-Availability (CNA — the same letter is also called a Statement of Non-Availability, SNA). Your finance office requires it before it authorises TLA reimbursement for off-base housing, so keep the document and file it with your first claim.

In the May–August PCS peak, government quarters are routinely full — but there is no blanket non-availability at Ramstein. Make the request, keep the letter, and book your off-base home early enough that the two line up. Your Relocation Manager handles the CNA workflow so Finance accepts the claim without back-and-forth.

The receipts Finance needs

Vague or incomplete receipts are the most common reason a TLA claim is delayed. Finance needs itemised receipts in the service member’s name showing the room charge, taxes and fees for every night, filed with the CNA and your dependent documentation. Lodging, meals and incidentals are separate components of the claim, so the lodging paperwork has to stand on its own.

  • You pay first and reclaim — TLA is paid to you, not to the lodging, and no off-base provider can direct-bill Finance. Plan a cash-flow buffer for the first cycle.
  • Ask for the invoice on the same rhythm as your review cycle so you are never carrying a 30-day bill into a claim.
  • German VAT is part of the price: the invoice should show the VAT structure so Finance can read the nightly rate.

Good to know: three things to have in writing before you book

Whoever you book with, have three things on paper before you confirm: the nightly rate, confirmed to fit inside your per-diem ceiling; the invoice you will receive each cycle, itemised and in your name; and the exit terms — the minimum stay, and what happens when orders change or permanent housing opens up early.

Final reimbursement approval is always your finance office’s decision, based on your orders, rank and dependent status. What a TLA provider controls is the paperwork: a written rate inside the ceiling, finance-ready invoices, a published minimum with nothing hidden beyond it, and penalty-free changes when your orders move. Judge a TLA Ramstein provider on exactly that.

TLA Ramstein — questions families ask before booking

How many days of TLA do I get when I PCS to Ramstein?

Arrival TLA in Germany is paid for up to 60 days for active duty (civilians generally up to 90 — verify locally). The housing office typically approves up to 30 days initially and reviews your status in 10–15-day increments; extending toward 60 needs commander-level approval and proof that you are actively house-hunting and that suitable housing is not yet available. Personal-preference reasons — a bigger house, a particular school district, pet restrictions — are not valid grounds for an extension. Plan for 30, document every viewing, and treat 60 as the exception.

Do I need a Certificate of Non-Availability (CNA) to use TLA off base at Ramstein?

Yes. On-base lodging must be attempted first: contact Ramstein Inn before or on arrival and request a room for your dates. If none is available, Lodging issues a Certificate of Non-Availability (CNA, also called a Statement of Non-Availability or SNA). Your finance office requires that letter before it authorises TLA reimbursement for off-base housing, so keep it with your first claim. In the May–August PCS peak, on-base quarters are routinely full — but there is no blanket non-availability, so make the request. Your Relocation Manager walks you through the CNA workflow.

What is the TLA Ramstein rate ceiling?

The daily TLA ceiling for the Ramstein/Kaiserslautern locality is set by the DoD and is not a fixed dollar amount published once a year: it varies by rank, dependent count and the lodging / meals / incidentals split, and OCONUS locality rates are recalculated periodically. Look up the current figure on the DTMO per-diem site or ask your finance office before you budget — the official rate sheet is the only authoritative source. Prime TLA calculates your nightly rate for your rank and dependent percentage so the lodging component sits inside that ceiling, and puts it in writing before you pay.

What receipts does Finance need for TLA at Ramstein?

Itemised receipts in the service member’s name showing the room charge, taxes and fees, for every night of the stay, plus the CNA and your dependent documentation. Receipts are mandatory and lodging, meals and incidentals are separate components of the claim, so a vague or incomplete receipt delays the whole packet. Prime TLA issues a finance-ready itemised invoice each certification cycle — your name, the address, the dates, the nightly rate in EUR with the German VAT structure — together with occupancy proof, and your Relocation Manager assembles the packet.

How do I get paid — does Prime TLA bill Finance directly?

You pay first and reclaim; that is the only workflow, because TLA is a reimbursement allowance paid to you, not to the lodging, and no off-base provider can direct-bill your finance office. You pay Prime TLA for the stay (card or bank transfer), receive the itemised invoice each cycle, and submit the claim through your finance office to reclaim the lodging component within the ceiling. Plan a cash-flow buffer to cover the first cycle out of pocket before reimbursement posts.

What should I have in writing before booking any private TLA near Ramstein?

Three things: the nightly rate, confirmed to fit inside your per-diem ceiling; the format of the invoice you will receive each cycle; and the exit terms — the minimum stay and what happens when orders change. Prime TLA puts all three on your written confirmation: a rate calculated for your rank and dependent percentage, a finance-ready itemised invoice every cycle, and a published minimum (14 nights off-peak, 30 in the May–August peak) with documented orders changes penalty-free under our military-aware cancellation policy.

Prime TLA is a private provider and is not affiliated with, or endorsed by, the U.S. Department of Defense, the U.S. Air Force or Ramstein Air Base. Allowance rules and rates change; the DTMO lookup, your Housing Office and your finance office are authoritative.
